That person had been in a romantic relationship with Rrapaj that "had recently ended," and she "was being paid for the information she provided." Joseph said the affidavit did not disclose that she has "serious substance abuse issues" and a "recent commitment to a rehabilitation facility," and she has a prescription for "an antipsychotic medication used to treat mental health conditions."
